Does JPG to PDF keep the original JPEG bytes?

This PDF workflow decodes the source image and re-encodes it as high-quality JPEG before embedding it. That keeps the implementation predictable across browsers, but a small amount of JPEG recompression can occur, so the page does not claim lossless conversion.
