How SmallPNG reaches the target size
For JPG and WebP, SmallPNG first searches encoding quality. If that is not enough, it gradually reduces image dimensions. PNG uses browser PNG encoding and can also require smaller dimensions for aggressive targets.

Does 5 KB mean exactly 5 KB?
No. The compression target means 5 KB or smaller. A result such as 96.8 KB on a 100 KB page is successful because it fits the upload limit.
